同事要离职，公司要他赔中介费用，同事不要赔。
他想要去领事馆补办护照回国，请问这样行得通吗？
会不会面对法律问题或者被黑名单，可以出境吗？以后不能再入境菲律宾？

Hi, you can report the loss in the police station. If your employer stole your passport, they might be liable for theft. You may want to speak to your employers first before you run to the police station.
